Rogers Library Budget, Trustee Vote Is Friday

Three candidates vie for two seats

Between 10 a.m. and 8 p.m. Friday, registered voters in the District, which encompasses the and school districts, can vote on the library’s proposed 2012 budget and on two board of trustees seats

BUDGET

The proposed tax levy is $4.08 million, up 3.1 percent over 2011. With the addition of state library aid, payments in lieu of taxes and anticipated income such as fines, fees, donations and interest, the total proposed budget is $4.15 million.

The tax rate would dip 0.23 percent to $0.1745 per $1,000 of assessed value of a property. Though spending is slated to increase by $122,618, the tax rate is sliding a little because the total assessed value of properties in the library district saw an uptick over last year’s assessments.

TRUSTEE RACE

Two seats on the library board of trustees are up for grabs, with three candidates in the race.

Frances C. Burns

Frances Burns, now retired, worked in print and advertising for food and fashion companies and was a teacher in New York elementary schools. She is a graduate of Immaculata College in Malvern, Penn. And holds a master’s degree in education and children’s literature from New York University.

Burns serves as secretary on the board of directors of a New York City co-op as well as director on the board of a Palm Beach, Fla., co-op.

In the past, she has served as second vice president of the Olde Towne Garden Club of Southampton. She is the president of the Friends of the Rogers Memorial Library and belongs to several book clubs.

Burns has one son.

Glenn R. Halsey Jr.

Glenn Halsey is a former underwriter for Liberty Mutual Insurance Company in Lynbrook and is currently a partner and chief financial officer for Maran Corporate Risk Associates, an independent insurance agency headquartered in Southampton.

He is a alumnus and holds a bachelor’s degree in psychology from  SUNY Geneseo and a master’s degree in business administration from C.W. Post., with a concentration in finance.

Halsey served as on officer on the board of deacons at the from 2004 to 2010. He has been the treasurer of the Water Mill Improvement Association since 2001 and the secretary/treasurer of the Flying Point Cemetery Association since 1996. He is also treasurer of the Investment Club of the Hamptons, of which he is a founding member.

He graduated from the Southampton Citizens Police Academy in 2005 and is a former assistant Little League coach.

Halsey is a Southampton native and is married with three children.

Howard D. Samborn

Howard Samborn, now retired, was a senior vice president at Alliance Bernstein, where he was responsible for technology infrastructure and operations. He was also the director of telecommunications at New York–Cornell and Columbia Presbyterian Medical Centers, and vice president at Bankers Trust Company. According to his biography supplied by Rogers,  he developed and implemented the original Machine Readable Catalog (MARC) system as a consultant to the U.S. Library of Congress.

He hold a bachelor's degree in economics from Queens College and an master of business administration in finance and international business from the New York University Stern School.

Samborn is a member of the Southampton Trails Society, a construction volunteer and member of the board of directors of Habitat for Humanity of Peconic, and a founding member of Green and Involved Now (GAIN).

He is married with two grown sons and two grandsons.
