Criminal Obstruction of Breathing

• Luis B. Zeas, 32, of East Hampton, was arrested Jan. 23 on Division Street and charged with criminal obstruction of breathing or blood circulation, a misdemeanor, and harassment in the second degree, a violation. Police said Zeas grabbed a victim's neck, choking her, and kicked her twice on her left leg.
