The 41-year-old woman was walking her dog near the pavilion at Thursday at around 10:50 a.m. when she saw a naked man walk over the dunes, according to police documentation. The man was exposed, with a dark shirt covering his face, according to police.
By the time the woman called police, the man was nowhere to be found. According to a description of the man, he was in his 30s or 40s.
